The tax rates
A tax rate in Florida is a millage rate: 1 mill is $1 for every $1,000 of taxable value. These are the rates adopted for the 2025 tax year (fiscal 2025-26), from the property appraiser’s Comparison of Taxes Levied table:
| Taxing body | 2025 adopted rate | Rolled-back rate |
|---|---|---|
| Leon County Board of County Commissioners | 8.3144 mills | 8.0261 |
| Leon County EMS | 0.7500 mills | 0.7111 |
| City of Tallahassee | 4.4072 mills | 4.2080 |
| Downtown Improvement Authority (downtown only) | 1.0000 mill | 0.9413 |
The city’s fiscal 2026 budget page says the budget was proposed at 4.42 mills and adopted at 4.4072. The Leon County School Board and other taxing bodies levy their own rates, which appear on the same bill. Rates for the 2026 bill were set at September hearings and are printed on the bill you get in November.
The chart
Homestead exemption
If you own your home and it is your permanent residence on Jan. 1, you can file for the homestead exemption. The property appraiser says it can reduce the assessed value by up to $51,411 for the 2026 tax year. The deadline is March 1 for each tax year. File online through the appraiser’s homestead e-file page.
Once you have homestead, the Save Our Homes cap limits the yearly rise in your assessed value to 3% or the change in the Consumer Price Index, whichever is less. Non-homestead property is capped at 10% a year. Buying a home? Read the appraiser’s buyer’s checklist: the seller’s exemption does not carry over to you.
How to appeal your value
- Read the TRIM notice. The property appraiser mails the Notice of Proposed Property Taxes in August. It shows your value, the proposed rates and the hearing dates. See the appraiser’s TRIM page.
- Talk to the appraiser first. Informal reviews are held at 315 S. Calhoun St., third floor; call 850-606-6200. The clerk’s office says most objections are settled this way.
- File with the Value Adjustment Board. Petitions are due within 25 days of the TRIM mailing. For 2026 the filing period opened Aug. 17 and closed Sept. 11. The fee is $50 a parcel; there is no fee to appeal a denied homestead exemption. File online or at the clerk’s offices.
- The hearing. Special magistrates hear 2026 petitions 9 a.m. to noon and 1 to 5 p.m. on Oct. 16, Oct. 19-23, Nov. 2-6 and Nov. 9-13. Petitioners get at least 25 days’ notice and must send their evidence to the appraiser at least 15 days before the hearing.
